recording simultaneously on Tascam US-428 USB and soundcard?

Theoretically, you can do so. (Not when using ASIO drivers).

But the problem will be that the two audio devices' sample rates will
not be in sync. Standard soundcards can't be synced to external
equipment.

So you just won't get any good results...
