What OS are you using? Windows? Mac? Linux? Something else?
Assuming Windows, this is done through the control panel. Open the date/time
applet and set the correct time zone, and also check the box to correct for
DST. If you need to change the computer to another time zone, just change
the zone here, don't change the system time.

I know about changing the time on the pc, that's not the issue.
The issue is how to change the time on the pc WITHOUT having appointments
changed in the Palm Desktop.

Well blow me down. Just changing the time zone does change the appointment
time, both the start and end. I haven't moved my computer, so I hadn't
changed the time zone. I changed to a more easterly time zone, and the
appointments moved forward an hour, and changed to one hour, even if they
were longer. That's certainly not normal behavior, and I have no fix for it.
I can't find anything in the help file, even in the handheld manual.
Changing the time zone on the handheld, however, doesn't change anything in
the datebook. I don't want to confuse my calendar, so I didn't try it, but
what happens if you change the time zone on both the handheld and the PC,
then hotsync? Are the appointments at the correct time on the PC? That's a
poor workaround, but it's all I can think of right now.

Another thought: After doing a full sync, change the time on your
computer followed by a handheld-overwrites-desktop-sync. Would that set
the times back to the originals?

I know, this is a ridiculous bug. I wrote to Palm tech support and did not
receive an answer (I did receive, however, an answer to a question that I
did not ask - they're apparently not too keen on reading AND understanding
the questions they get).
The way I worked around this:
a) hotsync
b) change time on pc (times get screwed up)
c) hotsync with palm overwrites desktop (don't set this as a default so that
it only happens once)
This worked, but by the time I realized that there is a problem with this
entire process, I managed to screw up my appointments (which took a few
hours and a lot of phone calls to fix)!
