When I turn off my phone, it makes a silly tone/tune which is very annoying
if I'm turning it off during a concert, movie, etc. Is there a way to set
the phone to be silent when turning off? Or on, for that matter?

On the v60t you can change the ring style to silent and there will be no
shutdown/startup tone.
