The wireless button (f11) on hp laptop

Hello,
cant get it to change from red to white therefore no wireless anyone help ?

Is the hardware wifi switch set to off on the laptop if you have one? Did you check device manager to see if the wifi network card is working OK? Could also be set to off in the software used to manage the card?
