I called Alltel and asked them about using this phone on Alltel and they
told me that this phone was PCS programmable and could not be used on their
network.
the seller on eBay shows it Alltel compatible GSM 1900. am I missing
something or is the a mistake.
Next question how good of a phone is this.?

The V3682 is a GSM phone and is NOT compatible with alltel's CDMA network so
whoever is selling this is mistaken.
IF you like the look of this phone you should look for a V8160 which would
be compatible with Alltel's network(at least in the area's with 800mhz
digital and analog signal), but whether they would activate it or not is
another story.
There are reviews for both the v3682 and v8160 on www.epinions.com, just
type the model number in the search box.

Alltel around here is CDMA 800 MHz amps, 800 cdma, 1900 cdma,
I want something close to what I have now. (Startac 7868) but only a little
better.
I don't like the v60 series. and the t720 has too many bugs for me and is
still way to expensive.
