Nothing needs to be installed, it's built in. "net use" is available from the "Run" line or a command line session.

Define "not recognized". What is the specific command line used and what specific error message is displayed?

"C:\WINDOWS\system32;C:\WINDOWS;C:\WINDOWS\System32\Wbem;" should be at the start of the path. Everything else comes after.

What is the output of: "dir c:\windows\system32\net.*"

You could, but I think you might be finding more system files missing or corrupt. Get a hold of a CD that matches what's installed (Home for Home, Pro for Pro, service pack level must match), put it in the CD/DVD drive, and run "sfc /scannow" It'll replace missing or corrupt files.
