Slow download (mb/s) but low ping (netgear wgr614v9)

So im having some issues with my internet at the moment, its just slow as utter crap, i cant stream anything on 240p, i cant download anything faster then 10kb/s and its frustrating as hell.

Since im in a shared home with 2 other people i figured it would be them throttling it or downloading excessively, its not the case. I got into my router settings and checked all connections, only me and my wife connected.

So i checked the service status of our provider, and again its saying its 100% fine.

At this point im stumped as what to do, ive tried editing settings in my PC and whatnot to see if it could help but nothing. and besides the fact, its on my PC and my wifes Laptop that this occurs, its obviously something "server side" so to speak.

The thing is, my "ping" on games remains relatively low (Speedtest.net gives me below 20, counter strike global offensive is giving me below 50 ping and diablo 3 hovers around 100 which isnt a high enough increase for the mb/s drop)

Does anyone have any ideas as to what could be causing this? Thanks.
