Computer connects to router but not internet?

I have 2 dell desktops i bought from a library, they run wundows xp, and worked fine when they were at the library, once i took them home, they would say that they connected to the internet, but not matter which browser i used, they couldnt espablish a c onnection or load any pages. i tryed using different ethernet cords, disconnecting other computers, restarting, troubleshooting via windows, i thought maybe ti was drivers? if it is, i cant download them because i cant get onto the internet TO download them, any suggestions?

Two things I can think of:

Are they set up with static IP addresses? They should be set up for DHCP.

Are the browsers set up to use a proxy server?

i wish i knew, networking is deffinitly my weakest point with computers. where would i find this information?
and they worked at the library, i am not sure but i think they were individually connected to the internet there and not all connected together by the network..
