Need reco for simple PC-based audio/midi sequencer

I'm a Mac user, but, for a friend, I need a reco for a relatively simple and
inexpensive sequencer (ala a simple version of Logic or Digital Performer) that
is PC based. The program must be able to record 8 audio tracks (no need for
more) and function as a simple but reasonably good midi program. Also needed: A
function like the "clippings" window in D.P. where several bunches of audio
files can be stored for super quick auditions, then dragged and dropped into
the sequence as needed. (eg. different groups of sound effects). Any
suggestions?
