The menu you are referring to is MSCONFIG.EXE, which was listed as the System Configuration Utility in Win98. And no, this utility was not included in Win2K.
There are other options for accessing the items that load from the Registry in Win2K, such as copying MSCONFIG from Win98 into Win2K (which I wouldn't recommend, as this is a 16-bit program), and there is also a version of MSCONFIG taken from a beta of WinXP that will run in Win2K. You can also manually edit the Registry entries.
But there is no System Configuration Utility by default in Win2K. This is why I pointed you toward a simple freeware program that would allow you to access these items without difficulty, and even restore them if necessary.
