you can use hard drives on the ports deffinately, but other devices like cd roms, maybe. my board has a jumper that lets you toggle between the raid feature and standard ports that will allow any device.

If you do not need RAID feature then just get an ATA controller. ATA Controllers are cheaper since ATA RAID controller is just an ATA Controller with RAID feature.
ye, if u plug your drive in to raid sockets, then you have 2 set up the raid config and your system bootup time will be longer 2. so it's better if u just get addon PCI controller card either ATA100 or ATA133
