Ineternet Problem- Primary ISP? Please help!!!

Hi guys, I don't know much about internet routers so please bear with me! :)

I live in a house with many guys. Recently we decided to change our router to see if the internet would improve.
New Router: n600 wireless dual band gigabit router wndr3700v2

Recently the internet has been terrible for all of us.

My question is..
Is it possible for the person who set up the router to have created a second network or primary isp that hogs the internet? A friend mentioned this possibility to me but I have no idea what it means.

If it is possible, is there a way for me to change the settings? I am currently connected to through an ethernet cable.

Sorry for the double post

Also when I tried to log into the netgear router through the "http://192.168.1.1" I didn't get the normal netgear page. It was protected by gargoyle router. I have no idea what that is..
