Game console through TV tuner card

I have a Hauppauge WinTV PCI with Nicam Stereo (PAL). It has an s-video in, and an audio in connector. There is also an adapter for yellow composite video jack->s-video. What kind of setup of cables etc would I have to use to hook up a SNES, for example, to be played through it? Is the quality much worse if I use the RF antenna input for the console? I usually use Dscaler to watch TV, should I use that for playing the console games too, in that case?

All you need is the "Yellow connection" to the Video In and an 2-RCA to stereo minijack adapter cable to the "Audio IN" of the soundcard. Should give you the highest quality available on the game system.

Can I use either an NTSC or PAL console through my WinTV card, or only PAL? (the card is european).

I don't know if your card is adaptable to multiple standards or not.
