Surface screen resolution problem

My problem is that everytime I change the resolution below the natural resolution, my screen region would become smaller. If my resolution is at 1600*900, the screen would have black bars around the edges.
How do I eliminate the black bars?

That's odd. I have a Surface Pro and don't have this problem. Perhaps try downloading a fresh copy of the video driver from the Intel website (Intel HD Graphics 4000 is what you're looking for), then remove the video driver, reboot, and reinstall from the fresh copy.

Also, this problem didn't occur until several hours ago, it was fine last night. I'm not sure what changed.

The drivers are up to date.
Black borders persists when changed to lower resolutions.

fixed by changing the second screen settings from f7
