Sound hiccups on windows 7 64bit

guys im having an audio problem with my computer a newly built one for a week now, everytime i play sounds my audio has a hiccup or stuttering sound then it just play again, after a while it will do the same thing.. and when im turning off my speakers (edifier speakers) it has a clicking sound to it coming off.. how to solve this guys? pls help..

check the settings of you sound panel,it is the power sound when you click them off reduce the volume before shutting them down
