Bluetooth problems of a laptop

i have lenovo y560 laptop...som features of bluetooth device are not working well...
i) any device can't connect to the laptop's bluetooth directly...i have to go in the "show bluetooth devices" panel to see the devices..
ii) i can receive files from the laptop but can't send files to my laptop using bluetooth..
please tell any feasible solution..!!

Have you checked settings on bluetooth software ? Then hardware firewall, anti-virus, anti-malware, software firewall and finally the software you use to transfer the files. Any settings which may block incoming files.
