Download manager problem

I am currently running windows 98, Everytime I try to download a file off cnet.com or any other site for that matter I do not get prompted to save file to disk or open to current location. I get the bar meter on the lower right hand corner the fills in blue but can never locate the file. Can anyone help me... any help is greatly appreciated.

Which third-party download manager did you install?

Can you right-click a file and choose "Save Target As" from the menu to save a file to disk?
