Where is the stealth meter located in the sub?. There is a reference to
it in the manual but I can't find it anywhere.

The meter is actually a iconic representation of the actual submarine. Its
located on the GUI bar left of the compass/speed bars. Bright green is
quiet and red is noisy with gradations in between.

It's the picture of the little green submarine on your screen. Green means
undetected, as the color gradually changes to red, that determines whether
or not a ship can see/hear you.
