what should I purchase to match my levels between preamps and amps. I
have a mix of gear including some older stuff. I have an older Crown
PSA-2 with a 2.1V input for max gain : my pre is only pushing around
..8V . Is there some box I can boost my level ( rca or xlr - both would
be best ). Alternatively is there a way to change the PSA-2's level
by opening the box and changing something?

If you really need more gain, you can buy a "bump box." Tascam and
Rane make them. Most other large audio companies have one hidden in
the catalogue somewhere. They are specifically designed for matching
consumer and professional levels.
I do not think there are any straps on the PSA-2. But then again, the PSA-2
still has an awful lot of gain. Have you tried it, and do you really need
more?

A cable.

There are line amplifiers available, usually configured for converting
an unbalanced -10 dBV nominal source to a balanced +4 dBu nominal
operating level. But what's your problem? A PSA-2 with its input gain
controls wide open will be mighty loud when driven by 0.8V. If you
really need to drive it to full power, given that you say you have a
mix which includes some "old stuff" you might want to consider driving
it with some "newer stuff" which might be quieter. You don't want to
amplify noise with the kind of gain that you can get out of your power
amplifier.
