Question about cable connection.

I am a student in the Netherlands and i am using a cable connection for the Internet.When i put the cable on, I have to type a username and a password in a page that occurs in my browser in order to connect to the provider(Kerio control).I had to reinstall Windows 7 today,but when i put the cable on, no page for username and password occured which lead to no internet.My questions is, is it possible that the problem occured because my cable was put on before and while i was installing my wireless and internet drivers?Perhaps i had to put the cable on for the first time AFTER i installed all the drivers and rebooted my laptop.Any ideas?
