Possible fixes.

Fix one:
1. Click Start, type msconfig in the search box.
2. Click on Boot, and in the boot option, check whether the safe boot is checked.
3. If it is checked, then please uncheck.
4. Then click on general, select Normal Startup.
5. Click on apply, then ok.
6. System prompts you to restart, please restart the system.

Fix Two:
Open msconfig and select the Boot tab. Uncheck Safe Boot, check Make all boot settings permanent and then click OK (all highlighted in this picture). Reboot your computer and it should start up normally.
