I can set up a shortcut to a menu item but I haven't been able to figure out
how to use it. "Executing" the shortcut is an option once you navigate to
the shortcuts menu but that is not much of a time saving. I had assumed
that the shortcut key would be used in conjunction with some other single
keystroke.

IF your phone operates like a v3 or v300-600, to set a shortcut go to
the page you want, let's say the calculator, and press and HOLD the menu
key till it asks if you want to create a shortcut. Select 'yes' and then
press the number, let's say 3, to set it.
To use the shortcut, press the menu key followed by the number, i.e.
"<menu> 3" to take you to your calculator. The manual is less than
forthcoming on the operation of this feature.

Yep -- that does it. Should have thought to try using the menu key. I
found no mention of this in the manual.
