Slow lan speed

hi guys, iam gowtham
i have the following system configurations
Windows 7 32-bit
intel core 2 duo

at first my internet speed is fast, i formatted couple of times due to virus attack and suddenly my internet speed came very slow. i checked in speedtest.net website and i was shocked my download speed has came to 0.30mbps.
But my lan settings shows that it has 100mbps.
Is there any way to speed up my network?
