Toshiba laptop 1505 CD/DVDW TS-1633C NOT Reading

I have uninstalled my CD/DVD in Device Manager upon rebooting the driver was recognized but it still will not read any disc I put in. I get a flashing yellow light when I first load it and it makes a weird souns as if it is trying to read it never does and the green light never comes on it just sits with the yellow light still. What is my issue? Thanks.
