Does the performance of USB1.1 device increase if I plug it to USB2.0 port? (The device is not USB2.0 ready).

WTF are you talking about!
There is absolutely nothing wrong with connecting a USB1.1 device to a USB2.0 controller. USB2.0 is backward compatible and can run with USB1.1 devices. But ofcourse the transfer speed is limited by the USB1.1 device.
