Desktop Icons, Mouse, and Taskbar Not Showing

I'm not exactly sure what happen, but I'm trying to fix a computer that is having issues with the desktop icons, taskbar, and mouse appearing.

Everything works if you boot it in safe mode, but if I boot it normally, nothing appears on the desktop except the background and when I press Alt Ctrl Del all I get is a black screen and if I hit Esc it goes back to the desktop.

The last time something like this occurred, I was able to go into the control panel and fix the monitor display from "extend to second screen" which was somehow selected when we only have one monitor.

Any ideas on how to fix this?

if you can go into safe mode, perhaps you can uninstall the video driver. then you can reinstall it in dangerous mode once the video is working properly.
