how can i upgrade windows 7 evaluation copy to ultimate

Buy Ultimate and do a clean install. There are workarounds, but a clean install is your best bet.

You cannot Upgrade from RC built to Windows 7!
Only If you licensed have older versions of windows, you can upgrade from it!

Actually you can upgrade from the RC to RTM, but it's not a very good idea. Doing so can have any number of strange consequences, that will likely result in the system being formatted anyway. Best to get it over with now, and do a completely fresh install the first time.
