[Solved]Windows 7 Shutdown Problem

Windows refuses to or is unable to clear its own restart flags. their Microsoft fix it tool reports it has fixed the problem but does not. When I check the logs it reports that the problems that prevent me from updating windows are caused by package version 4.0.2.20110211 (publisher - Microsoft) how do I identify wich update that is and delete this partially installed update so I can ultimately update my software properly?
