Is there a way to block users that aren't Admins from downloading software? Or am I able to make it where the non-admin user needs a password to download software?

Set a user password for your admin account and for non-admin profile, select high notification from user account control setting.

Every time non-user account want to install any software, need admin password. And also ask for download. If 3rd party download accelerator is install then i am not sure.

I never try downloading from non-admin account. But installing soft will not run without password for sure.
