*Rich Text Editing not working

Have a friend that uses rich text editing. He is using IE9 Windows 7 Home Premium x64. What does he need to do to fix this?

Wordpad has been included in Windows for a long time { extension RTF}
creating a rtf files is easy using Wordpad but a RTF created by some other software may not be able to be loaded into Wordpad if non standard.

MS Office Word reads/writes rtf files as do many other Word processors (Open Office / Libre Office ....)
