Slow internet connection

No matter where I go my internet on my laptop is less than one mbps, but on my phone I can get whatever the internet really is. I use speedtest.net. My brother has the same laptop I do, but he had the same problem but i'm not sure what was done to change his around to make his connection be what it should be. ::0
