As it says "the administrator has set policies to prevent this installation" it means that specific programs are blocked in your window's account. To allow SETUP programs, u have to follow these instructions.
1) Go to start and into your USER accounts.
2) On the left bottom of the window, u will see tab "Parental Controls". Click on parental controls and then on your user account.
3) There u will see "Allow and block specific programs". Click on it
4) U will see a table showing all of the installed programs. There u have 2 find "setup.exe". After finding it check (tick) on it, So u have allowed it. Then press OK.
After this u can execute all setups, So then install ur required programs.
