Are you connected by wire or wireless from the new computer to the router ? Did you connect to your home network and enter in the network password? Or are you connected as guest ?

They are both connected by wireless, and both are signed in. And its a noticeable difference, the laptop is twice as fast on speedtests and its 4 years older. Thanks for any help you can give me.
