Utility to set cd-rom speed?

Hello people!

I am wondering if there exists some utility by which you can set the (max.)speed of a cd-rom player (or DVD-ROM or whatever).

See I have this ASUS DVD-ROM, and it has the annoying habit of running at high speed for a very long period, even though I'm not using it. It's quite noisy.
You could say: just take out the DVD. I know, but I am playing a game which needs its CD occasionally - like twice an hour - so I cannot take it out.
My DVD-ROM continues to spin the cd at high speed for all of the time.
I know that DirectCd lets me set the max speed of my CD-RW, but it cannot set the speed for other drives.

So is there some kind of utility by which I could for instance let it run at a maximum of 8x or 12x? That is fast enough, and very quiet.

Thanks for any info;
Greetings from Belgium.

Ahead's DriveSpeed utility works fine for me. I set my Asus reader and Teac writer to 8x for very quiet operation when listening to audio CDs or reading MP3s from CDs.
