How to connect my laptop wifi to my mobile wifi

Hello,
im having trouble conecting my laptop to my mobile wifi..the mobile wifi is now connected to my laptop using its cord.

The problem is that the laptop is not emitting a signal but instead is looking for one , so if your phone is not emitting a signal and is also looking for one then they are not going to connect and the way to connect them is by a wireless router.
If the phone and the laptop both have bluetooth then you can connect them that way. Most likely tha phone has builtin bluetooth and if the laptop does not then you can get a usb adaptor for bluetooth and use that.
