Windows 7 slow cpu

Hello,
install window7 cpu starts at 30% then drops away to 0-1% freezes click on a window wait a minute or two then bang every thing loads up along with the cpu 60 % then falls away again back down ?????? help

Could you provide a little background info? Perhaps some system specs, and any relevant software installed, like antivirus and firewall solutions?
