Cas Latency is the number of cycles your RAM takes to initiate a transfer, it's a lag time measured in cycles. You can convert this to nanoseconds as well, for example, since 133Mhz cycles at 7.5ns, Cas2 has 15ns lag, while Cas2.5 has 18.25ns lag.
