Blue square on screen

When I am shutting down Windows98 A blue square appears.
When I boot up It appears under my password screen, after
I enter the password it seems to disappear.
Whats causing this? How can I get rid of it.?

LOL!

From the sound of it, it's probably a background pattern. Why Windows allows it is beyond me, the ONLY time you can actually see it is at start-up and shut down... any other time the desktop and/or background image covers it up.
