Can anyone say if Cingular "locks" their GSM phones? If so does anyone know
how to "unlock" the phones?

I was going to pay to get the unlock code for my 551 from some internet
company. My friend told me to just call CS. After beng a customer for just
a couple of months I called and requested my unlock code. The CS rep put
the request into the right department and in 5 days I had it.
