If it's a laptop/slimeline optical drive it's more likely to be a power problem. As in the USB port cannot supply enough power to the port to power up the drive.
I would suggest plugging it into another port. Other alternatives include plugging the 2nd cable into another USB port (most USB optical drives come with two cables, a primary cable for data and power and a 2nd purely for power if the 1st cannot supply enough), plugging in an external power supply to the optical drive and chaining it with a powered usb hub.
