Hello!
I am with Cingular Wireless and have recently purchased a PalmOne Treo 650.
I would like to unlock my previous phone MOTOROLA V551 so that my friend
abroad may use it with a SIM card from some other subscriber. How do I
unlock the Motorola V551? Any help would be greatly appreciated.

Find someone with an unlocking clip and pay them the 20 or so bucks

If you have had service for more than 6 months you can ask customer
service for the unlock code. Tell them about your friend abroad for
the reason. I have been hearing of many that got it emailed to them
in a few days.
