Is there any chance that my V3 can be repaired after taking a swim??

Well, "that depends" would be the only real answer. If it sat in the
ocean for awhile than probably not. If it was in the rain or got
splashed at the pool probably can be saved. If it was submerged in fresh
water, maybe. First, remove the battery and leave the battery door off.
Leave the phone alone and give it plenty of time to dry. Don't put it in
an oven or you could melt plastic parts. If it was really wet, like fell
in the pool, I'd let it dry out in an air conditioned area for about a
week before turning it on. You best bet would be to open the case if you
know how, or have a service center do that and dry it out thoroughly.
Once it's dry it may be OK.

Agreed, I think the problem with this waterbowled v635 is that buddy tried
using it again right away, and he says it did work, but then cut out to the
bootloader screen, and no matter how many times I reprogram it, same deal.
If he had just let it be and dried it out, he probably would have been fine.

NO! There is a water / moisture sensor in the phone that will be examined
by the authorized repair tech. If it shows water contact, all bets are off.

Hope you have insurance.

$35 gets you a new one, overnighted, tell them that you lost the phone,
actually i believe that the warranty will cover water damage. But i
would double check on that.

Will anything else set off the water sensor? I've seen users complain they
sent their phones in because they were broken and the techs said the phone
had water damage and therefore would not be covered under warranty. The
user claimed the phone was never near any water. Could a sweaty pocket
cause the water sensor to go off?
