WHAT WOULS CAUSE THIS?

I have a pc that has windows 98 se and it boots normally, but when booting to safe mode, after 5 secs, it will lock up. This happens 90 % of the time in safe mode. Other than that the pc runs normally.
This pc has
512mb pc 2100
amd 1.3 GHz
ti-200 gf3
maxtor 30gb 7200rpm HD

Maybe windows only allows you to use safemode when it's screwed up =p.
