Why wont my computer shut down? PLEASE HELP!!!

Well just recently my computer has not been shutting down I have been running WinMe and I don't know if that is the problem right there or what. Like also when I try and put it on stand by or anything it wont let me....like the actions are not even there for me to click on. What is goin on?

Might not have ACPI? or APM enabled in bios and in the OS.

do you have mcafee anti-virus?
if so, its quite possibly the culprit.
