Cannot Install Appliacations using Install Wizard

Just tonight I was trying to install the Nvidia Texture Tools for Adobe Photoshop (found here: http://developer.nvidia.com/nvidia-texture-tools-adobe-photoshop) when suddenly I was unable able to. I further went ahead and tried to use another "Setup.exe" file that also seemed to use Windows Install Wizard and got the same result. Here is a screenshot of the error:

I am unsure what is really going on but I am guessing that Install Wizard is either malfunctioning or corrupt....or both.

I have not clue why this is happening but I would really like to fix it. Does anyone know why this is happening and how to fix it?

Find the Setup.exe file, right mouse click on it and choose Run as Administrator.

Sorry, but I forgot to mention that I have tried using Administrator Privileges and I have also tried to use Windows XP Service Pack 2 & 3 and those methods did not work.

I have tired 32-Bit as well but still got the same result. Also....the version depends on what version of Photoshop you are using.

You might want to ask around the NVIDIA Community forums and see if anyone else is having the same problem, and maybe found a way around it.

There is the thing...It is not just an NVIDIA program issue.....I even got the same result when I downloaded a Windows Installer from Microsoft's Website. Meaning I downloaded a update file and also got the same Setup.exe closing error. So it must be a Install Wizard Issue and not just a NVIDIA issue.

So....does this mean that no one knows what is going wrong with my computer? Is Install Wizard Corrupt or could it be something else?
