Blocking my roommates access

Pretty much I live in a house with 9 people, one of those people spends all day torrenting quite frequently and sucks up all of the little bandwidth in the house we have making it impossible for anyone else to do anything on the internet.

I am not able to log into the router, nor can I just reset it because we have a system admin who checks on it every couple months who is also convinced that his QOS settings have solved the problem although they clearly have not.

I don't want to kill his connection for ever but is there anyway that I can block his access to the internet without access to the router, for the good of the house and to teach him a lesson I want to kill his connection as soon as he starts his torrents.

I have experience using cain to ARP poison routers, my thought process is if I can trick his computer into thinking I'm the default gateway can I then just drop all his packets ?

If you had access to the router, you could always simply block his MAC address when others are trying to use it, limit his hours of access...

If you have access to his computer you can put in a nonexistent proxy server. of course, if he finds it, he can change it back.
