Hello,
I have one PC on a second floor, and second PC (HTPC) on a first floor. I have only modem (not router) for internet connection that is currently wired to teh first PC. Can I establish powerline connection with a second PC WITHOUT having to buy a router?

I am not an expert with Powerline, but it seems to connect two PCs with an electrical outlet in your home. If that is the case, then you can always enable ICS on the computer with the cable modem.

It will likely be easiest to just buy a router.

If one of your PC has 2 ethernet connections you could use ICS and have it act as the router with one connection the modem and the other to the second pc via the powerline. You could of course try 3 power line boxes and hook the modem and each pc to one but you would have to do some non standard IP addressing and still only 1 PC could get to the internet and the 3rd power line device is going to cost as much as a cheap router
