LAN party without internet access

Hello, me and my friends are trying to play some games through LAN in our dorm but the problem is that it's forbidden to connect routers or anything like that to our dorm's internet.

We are thinking of buying a 8 port switch for this purpose but will this work without an internet connection? Can we just hook up our PCs to the switch and start playing?

I've read that you need a router with an internet connection to assign static IPs, can we do this manually? Will we face any other problems?

You can still use a router. It just won't have internet access (don't connect its WAN port to the school's network). And thanks to its DHCP server, all your devices will still be able to have their IP configurations assigned automatically.
