Two routers and one modem? What is the reason?

Hello,
I Could anyone tell me why anyone would have one modem with a dsl line their ATT&T, but noticed that they have two routers, one was a netgear router and motorola router. One router is connected to the other. Any help would be appreciated.

One router is being used as a "signal booster" to give better wireless coverage around the building.

Are you sure one isn't a DSL modem that is connected to a router? Today they use mostly combo router/modems, but you can have seperate devices.
