Yes. As long as the phone is unencumbered (no pass due on the prior account
or reported as a stolen phone), the phone can be refurbished by a technician
at an SPCS store.
Before you buy that phone, ask the seller to provide the ESN, located
underneath the battery. Then call SPCS CS, tell them you are thinking about
buying the phone and ask them to check the ESN. If there are no problems,
you or the seller can take it down to the local SPCS store to get it
refurbished.
